The School-building Reconstruction After 921 Earthquake is the first case that adopts PCM(professional construction management) in Taiwan. This study intends to know the satisfactory level of PCM in the School-building Reconstruction After 921 Earthquake. The 123 interviewees of this study are school staff(including administrators, headmasters, teacher, etc) and professional staff(including architects and contractors). Questionnaire and interview guideline are developed as survey tools. SPSS for Windows (mean, deviation standard, descriptive statistics, one-way ANOVA, Scheffe’s post-comparison etc.) is used in statistical analysis.
The findings of this study are as follows:
1. For the integral effectiveness of PCM, all the interviewees’ satisfactory level is 3.78(full score is 5), educational staff is 4.05, professional staff is 3.41. Principals have the highest satisfactory level(4.24), but architects don’t (2.95).
2. Comparing to traditional way, all the interviewees’ satisfactory level is 3.79, the highest is 4.38 by principal, lowest is 2.86 by architect.
3. Educational staff is willing to use PCM system continuously, all the interviewees’ satisfactory level is 4.36, the highest is principal’s 4.62.
4. Educational staff is most satisfied “construction designs conforms to earthquake resistant”, and is most unsatisfied “construction design conforms to educational function”. Professional staff is most satisfied “systematicness and completeness of construction quality management information”, and is most unsatisfied “construction cost control”.
5. Focus on the dimension of engineering management, the satisfactory level of educational staff from high to low is “willingness to use PCM continuously”, “better than traditional way”, “administration procedure”, “the integral effectiveness”, “construction supervision”, “construction check and acceptance”, and “planning design”. The satisfactory level of professional staff from high to low is “construction supervision”, “administration procedure”, “construction check and acceptance”, “the integral effectiveness”, “planning design” and “better than traditional way”.
Several recommendations are made:
1. Schools should play a role of owner when sign contract with PCM company.
2. Local government should select credible company to in charge of the professional construction consultation and examination for the solution of the shortage of professional knowledge on construction management.
3. Local government should set up School-building Construction Units and employ architects to assist school to construct high-quality school building.
4. The central authority should set the school construction standards and procedures, develop a handbook, held construction conference, so to enrich the professional knowledge in construction management of school staff.
5. Every schools should establish the building-life record, ask school staff to make self-inspect and regular maintenance, in order to improve the quality of construction of school-building.
6. The future research should focus on the effectiveness of New School-building Movement through the post-occupancy evaluation and comparison between the reconstruction cases of take charge by Construction Bureau and Ya-Xin Company.
