Summary:碩士 === 國立暨南國際大學 === 教育政策與行政研究所 === 90 === Abstract The purpose of this study was to explore the current structure and function circumstances of the parent organization in elementary schools of Chunghwa, the related problems and the ways to improve. Finally, based on the discoveries from the research, the suggestions have been provided for reference to carry out the spirits the parents’ associations participate for education administration and educators. This study was conducted through literature review, questionnaire survey, and interviews. First, the author got the theory basis through literature review, and set up the study structure. A customized questionnaire sheet, “The Structure and Function Of the Parent Organization in Elementary Schools of Chunghwa’’ designed by the author, was used as the primary tool. The subjects included 300 educators(principals, directors and teachers who also carry out administration work) and 300 parents(presidents of parents’ associations and parents from the parents’ association)random stratified sampled from elementary schools in Chunghwa. In the event, a total of 470 questionnaires were completed and returned. That represented a return rate of 78.3%. Data was analyzed through statistics methods of frequency distribution, percentage, chi-square test, and multiple-response. To complete the insufficiency of the questionnaire sheet data, the author also designed outlines of interview to interview with the representatives of parents’ associations with purposively random sampling. The main conclusions were as follows: 1. The structure and function of the parent organization in elementary schools of Chunghwa, such as the election of parents’ representatives, the scale of parents’ associations, meeting times, and joining related meetings of schools, don’t comply with the set-up plans at all. 2. The structure and function of the parent organization in elementary schools of Chunghwa, such as the setting-up of class parents’ associations, school volunteer groups, the holding times of parents’ association, information exchange of parents’ associations, hardware facilities of parents’ associations, and joining meetings. have a considerable extent of improvement. 3. The parent organization in elementary schools of Chunghwa can function well in economics, communication between schools and parents, offering community resource and suggestions, and the helps of school affairs developing. 4. The major problems the parent organization in elementary schools of Chunghwa face are the social circumstance factor and parent organization interior problems. 5. The ways to improve of the parent organization in elementary schools of Chunghwa start with making laws, developing organization, and organization operating parents’ associations. 6. Different sex, duties and education level are not significantly affecting the problems the parent organization in elementary schools of Chunghwa face and the thoughts of the ways to improve. 7. Over half of the related people of the parent organization in elementary schools of Chunghwa approve of organizing the united parents’ association, but should consider education first. Base on the study results, some suggestions were made for educational administration agencies, the elementary schools, parents’ associations and future study.
