碩士 === 國立暨南國際大學 === 社會政策與社會工作學系 === 90 === ISO 9000 is very popular in many area, but not so common in social welfare system, this research use the discover research of the H.C. handicapped institution to understand including references research, interview, observation in order to describe the real occasion of the difference between join the ISO 9000 and afford other institutions to be guidance. In the research, we found: 1.the institution will have the motivation to join the ISO because of the huge changing of government and society. 2.the purpose of the institution join the ISO system is to afford well quality service and reduce the cost. 3.There are some difficulties in improving ISO 9000 but the determination wouldn’t be changed. 4.the result of improving ISO 9000 will differ from institutions. 5.There are some advantages and disadvantages in ISO system, social welfare institution can determinate by its own characters to choose accept or not. 6.institution can choose to improve ISO system by itself or some other institutions or professors. Including the research analysis and purpose, we have some suggestions to government, H.C. institution and other social welfare institutions: 1.In government （1）it seems to can improve the ISO system to match the development of society （2）use the advantage of the Evaluation and ISO system to help institution to achieve TQM 2.In H.C. institution （1）the institution should aware the duty of ISO system （2）It’s not the end when institution gets the identified of ISO but the beginning toward TQM. 3.In other social welfare institutions （1）the institution can establish a fit quality control system based on its own organization. （2）institution must consider about its need before using the ISO system.
