碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 90 === In the age of chaos, the emerging Information society and globalization have fundamentally changed the political and economic behaviors of every society. The notions of deterritoralization, virtualization, decentralization, and horizontalization─the characteristics of the Information society and globalization─have brought serious shocks and challenges for the State. Notwithstanding the potential dangers, the state remains to play a vital role in the emerging worldwide phenomenon. The development of Information society and globalization climax in the end of the twentieth century; therefore, the transition of the State will be more comprehensive. The notions of systematic resource planning will be highly emphasized following the result of informational, electronic, and networked. Undergoing the metamorphosis, the State, for one thing, has to adjust its role and characteristics to encounter the shocks of information society and globalization. For the other, due to the shocks the autonomy won’t disappear in the network of the state with Information Society and globalization. Thus, the State will coexist in the state of transformation and non-transformation.
