Through reviewing the relative theories and trends, this research intends to master the new developing tendency, to make suggestions for the changing cities’ and to equip their adaptability in the globalization. The research frameworks are derived from the “Modern Economic Growth Theory” and the “Urban Balance Growth Theory” developed by IMD and WEF. This study, therefore, proposes that when a city is able to maximize its efficiency, the individual economic unit will decide to locate in the city. Technology innovation accelerates the linkage of global economy; non-boundary city competitiveness has become an evitable challenge in the 21st century globalization. The more needs to economy unit are made by a city, the best competitive advantage does the city possess. The intention of the urban competitive advantage evaluation system is to construct an applicable evaluation system instead of following the traditional one that merely explains the productive efficiency of industries. The contribution of this research is to establish a globalization and consecutive urban competitive advantage evaluation system so that the system can satisfy the tendency and explore proper strategies for consecutive cities. By reviewing the literature on (1) the developing tendency of globalization and of industrial economy, (2) the regulations of urban sustainable development, (3) the construction and exploration of urban competitive idea, and (4) the strategies of place marketing management, I constructed the competitiveness evaluation system, in which three elements are taken into consideration – life, production, and ecology as well as the evaluation ratios are examined and decided by related scholars and experts. This urban competitive advantage evaluation system is applied to the two following research agendas. First, I diagnose the competitiveness of four metropolises in Taiwan, and propose the competitive strategies in the 21st century. Second, I evaluate the competitive advantages of the major capitals in the East Asia to identify the suitable direction for Taipei City and modify competitive advantage for other domestic cities. The purpose of this evaluation system is to diagnose all the Taiwan cities under global competitiveness and, by this means, to suggest applicable management strategies for urban sustainability.
