For instance, vast amount of traffic flow have been seen getting into the Taipei City Section of the Sun Yat-Sen National Freeway in every morning and evening rush hours so as to cause some overwhelm bumper-to-bumper traffic jams on the freeway main line within Taipei Area. In addition, those surface arterials paralleling to said freeway section have been badly influenced to become frequent bottlenecks of this corridor. For the purpose of mitigating said traffic congestion situation as well as improving the traffic control performance of this corridor, any effective low-cost and fast-effect transportation system management measures should be introduced in by commissioned traffic engineers to resolve current traffic problems. Although equipped with some changeable message signs and a dedicated radio broadcasting system, so far the domestic freeway system has established neither an advanced traffic management system nor a route guidance system to convey thorough roadway and traffic information to all freeway travelers. A new idea is then emerged to this study, which is to propose some modern traffic management and route guidance strategies in order to considerably improve the traffic management and control performance of the freeway mainline and its parallel surface arterials as a whole. Bearing this concept in mind and taking Taipei Area Freeway Corridor as an example, this study aims to locate the most congested locations of the corridor and to find feasible traffic management and control remedies by applying the traffic simulation method. More changeable message signs have been equipped on the intersections’ and interchanges’ upstream of every major travel-path decision points to service for the route guidance strategies in order to divert part of the corridor flow away from those congested freeway interchanges so as to balance the whole traffic flow of said freeway corridor. A maximum progression-opportunity strategy has been employed to adjust signal timings of all intersections along those parallel arterials for the purpose of enhancing the signal control performance of them. After thorough and careful studies, it is found that those control strategies proposed for and control models developed for the study can perform very good traffic management and route guidance effects, and besides, to reduce travel time of all network travelers as a whole. The findings from a local case study also confirm its practical feasibility and values of the arterial signal coordination strategy as well as the traffic-actuated ramp control model developed for the Taipei Area Freeway Corridor.
