And the expected expenditure of the general public should be noticed. However, the fiscal situation of each government is not different, the goal of subsidies helps to balance local governments’ development. The need of public expenditure model proposed by the study from the sustainable city and justice viewpoint, that used to analyze the expenditure of local governments and general public’s expectations between twenty-one local governments of Taiwan province, including countries and cities, through 1990 to 1999. And discussing the reasons why part of local governments cannot afford the citizens public expenditure need. The main problem is national subsidy system cannot base on the principles of equity and justice. The study tries to bring up suggestions to shorten the differences between local governments and general public’s expectations, and correct the distribution formula of the ‘Centrally allocated tax revenue’. Then, the study simulates the distribution formula through data of 1999. Get the effect factors, including ‘basic fiscal short of local government’, ‘green area’, ‘population’, and ‘of local government’, and the weight of each factor. And the distribution formula is in good condition. The distribution formula of the ‘Centrally allocated tax revenue’ must has an orientation towards equity、justice and can be used for a long time in the future. Hence the study brings up a suggestion to correct the distribution formula of the ‘Centrally allocated tax revenue’ from the sustainable city and justice of public expenditure viewpoint.
