This phenomenon prompts the major cities to gradually adopt the urban design mechanism to process urban plan and development review. In the meantime, the Government has also begun prompting a townscape reform movement which called“Creating the new townscape”. Strengthen the characteristics and order of townscape had become the consensus of the Government and district offices. The “identity” of a place may satisfy people’s two important demand of consciousness: “identification” and “orientation”. People could therefore recognize“where I am ”and “where to go ”. It also represents a clearer and order townscape quality. This study includes three portions: theoretical research of identity, case analysis on urban design strategies which strengthen the identity of a city, and townscape study and design strategies proposal of Sanchung city. The theoretical research is based on theories developed by Lynch and Norberg-schulz. Elements of identity and their implications are identified and a theoretical model for analyzing sample cities is developed. The second part analyses urban design documents of Birmingham, San Francisco, Portland and Taipei city. Lastly, Sanchung city is taken to study the townscape subjects and resources, and to propose urban design strategies which strengthen the identity of Sanchung city. Key findings of this study are as follows: 1. The merit/weakness of the identity of a city depends on“the relationship between a city and its natural base ”,“the townscape elements and the structure of city spaces ”, and “the common and local theme of the city ”. To enhance the identity of a city completely and perpetually, a city must develop comprehensive urban design strategies respecting to these three factors. 2. The study of design strategies of aforementioned cities demonstrate common policies and measures of urban design: to enhance urban space structure, to create and strengthen regional and neighborhood characteristics, and to adjust conflicts between development and conservation. These design strategies which represent the environmental value and contemporary thoughts are worthwhile in-depth contemplation. 3. Through the operating of urban design strategies to strengthen the identity of Sanchung city, gains three inspiration: a. Public sites that have the potential of development to be the catalyst for balancing the conflicts between conservation and development should be identified. b. The local cultural and industrial activities could be utilized to build the cultural landscape which carries local characteristics and strengthens the local memories and identification of the residents. c. Public participation in the constructing of community space could concentrate the community ideology and local identity. This is the base in establishing the intergral identity of the city and should be encouraged and assisted.
