Due to the subsidence and collision of plate movement, the crust variates and earthquake occurs frequently in Taiwan Island. In recent years, due to the rapid development on science and technology, the technique of a geodesic survey continually makes an advancement. Global Positioning System is the most special one which technique almost attaches maturity let measure 3-D Deformation as possible. The aim of this study is to construct a city-level 3-D Deformation Monitoring Network. The GPS observation data of some control station measured before and after 921 earthquake have been used to analyze the 3-D direction and speed for these points in Taichung City, and the obtained results can be used to supply as the reference for large survey, city plan and the exploitation of groundwater resources.The obtained research result from this study will conduct a significance reference to build up a e-GPS city in the near feature.
