碩士 === 國立政治大學 === 行政管理碩士學程 === 90 === （Abstract） This dissertation shows the influence of Taiwan''s participation in international non-government organizations on cross-strait relations from the global-governance point of view. “Global governance” is a new term that scholars research it no more than seven years since the Commission on Global Governance of UN has been established. In these ten years, Taiwan does not participate in international non-government organizations very frequently, and its international status and influence is not very successfully. This is because the organization and information is not completely and enough since Taiwan has been withdrawn from UN. Last year, Taiwan formerly joined in international government organization, APEC. The circumstance in APEC was disappointed, and Taiwan was absent from the non-government meetings. However, Taiwanese are very optimistic in improving their international status in this digital global era. This is because the international society still needs democratic freedom and economic strength to serve all the members of the world for a better and undeficient life. Furthermore, the ministry of foreign affairs of Taiwan constantly encourages people to assist the global-governance affairs. It is believed that Taiwan can join international non-government organizations more frequently and successfully. When Taiwan joins international non-government organizations, it has serious influence in some aspects of cross-strait relations, such as sovereignty concept or diplomacy struggle. China constantly emphasizes the one China principle and steadily strikes at Taiwan''s diplomatic exercises. However, because of the improvement of technology and the freedom of economic and international trade, Taiwan will never give up joining and severing for international society. Therefore, it is very worthy for Taiwan and China to get along with each other peacefully.
