Since the promulgation of “Guidelines of implementation of autonomy in each country and city of Taiwan province” by the provincial government of Taiwan in 1950, the implementation of autonomy in counties (cities), and hsiang (towns and cities) till today has already more than 50 years. In this half century, the domestic economy has transformed from agricultural society, through industrial society, and to high-tech industry; the politically system has also transformed from dictatorship, through democratic transition period, and to the consolidation of democracy; and local government system has also been reduced from four-level government to three-level government. Subsequent reform of hsiang (town, city) level system will be the target of next stage government restructuring.
Political system is an open environment. In the operation of government system, it obviously is not immune of interference from internal and external environment. Therefore, the function of each structure will take part in the process of political system operation. And the results of mutual interactions are closely related to the political development. In the basic level of hsiang (town and city) level, the major structures influencing autonomy include public office of hsiang (town and city), civic assembly of hsiang (town and city); in the non-governmental aspect there are factions, political parties, and interest groups, etc. The schism and changes of these structural functions have important influencing power in the development of local self-government. In other words, they are leading the direction of development of local self-government. Therefore, to explore the local self-government from the aspect of structural functions, it can be said that they are closely tied to the status quo of politics, society, and economy. It also inspires us directly of the changes of various structures.
This research is to attempt from the structural functions aspect to explore the structural changing process, interactive relationships and problems generated of factions, parities, interest groups, hsiang (town, city) civic assembly and village (li) of local self-government aspect; then to explore it’s influence in the results of political democratization and legalization; and also to evaluate the changes of structural functions of local self-government and the influence generated by the development of local government of our country so as to attempt to find out the cause of negative impact from the traces of changes and further to propose the views and recommendations of improvement in the hope of providing references to the renewal of hsiang (town, city).
