As Taiwan is going to join World Trade Organization, local telecommunication business has a vital reform at the beginning of this century. Starting from 1996, CTC has been opening a variety of telecommunication business gradually due to telecommunication liberalization. We can see the signs from different counter- measures when we confront with privatization. This research is to explain what telecommunication liberalization and telecommunication privatization are via overseas and domestic cases. Meanwhile, we analyze the privatization cases of Taiwan state-owned companies to illustrate government’s efforts on privatization. After explicating the history of telecommunication liberalization and privatization, we can make further study on CTC. Having the state-owned system and being confined to legal regulation, we do questionnaire analysis to CTC’s different levels of staff due to organization reform in order to overcome the deadlock of the overall operation strategy and challenge the overwhelming competition from privatized telecommunication business. This researh is to deal with the propaganda and trial effect for “ human resource management system since CTC’s privatization 1990s. For examples, we take all staff of Taoyuan Telecommunication Operation Center as samples to do questionnaire survey. We also interviewed the high management executives to illustrate general staff’s reaction of telecommunication privatization and organization reform and to find if there’s reaction difference between high management executives and local high management. The aforesaid is regarded to be the contribution of this research.
