According to Constitution regulation, the system of our nation is divided into central and local governments. However, there are 17 articles’ regulation in the whole chapter in regard to local system. It appears that the Constitution puts much emphasis on local autonomy. Therefore, the implementation of local autonomy is the main base for the implementation of national affairs. It plays a substantial key role to a nation’s prosperity. In 1950, our nation implemented local autonomy. The local government was originally divided into three levels including Province, County (City), Hsiang (Town, City) Now the system becomes County (City) and Hsiang (Town, City) two-level government. More than 50 years passed. In retrospect to the implementation process of local autonomy, bad election culture brings a negative influence on our society, it has a great contribution to our development of democratic political system. Since 1980, a “reinventing government” trend has been thriving globally. Our nation also positively promotes the re-construction of organization, manpower and legal system in order to upgrade our national competition power and establish a creative new government who can handle accidental events. Consequently, in regard to the level of local government, canceling the autonomy elections of Hsiang, Town and City levels and changing Hsiang, Town and City governors to be assigned by the government are deeply studied by various ranks of our society as a direction when implementing policies. The research of this thesis is divided into six chapters. In addition to acquiring academic basis from literature data, it has an in-depth study from practical aspect to propose the research and suggestions. It is believed to have assistance to the vital cases when Executive Yuan and Legislative Yuan modify local system during examination process and decide if Hsiang, Town and City governors are changed to be assigned by the government and if the organizations of Hsiang, Town City Representative Committees are abolished.
