Abstract
Local government is a part of the whole government system. However, local government is tightly interconnected with the local populace, and involves several specific issues: the unending problems that come out of a diverse society, the universal difficulties of local finance, the multiple conflicts created by higher levels of government, and the developments in local government’s management functions. In view of these problems, improving local government’s internal effectiveness and changing the traditional mode of operation of officials are the projects that need to be undertaken. Constructing a new modernized local government system is the pressing work at hand.
In addition, because of improvements in public management tools, techniques, and strategies, and because of advancements in information technology and the impact of changes brought about by those with the entrepreneurial spirit, there have been sweeping reforms of the operation of the Government’s Public Affairs Department. These changes have altered the way the Public Affairs Departments serves the people: whereas once there was a deadlocked system─composed of a government only serving traditional functions and of conservative market institutions and public opinion─there is now room for movement. Because of this, the Public sector can respond to the situation and continually effect changes in internal, external, and lower level systems. This kind of “chain effect” factor can have a significant impact and exert pressure on a government system trying to adapt to the new order. Therefore, how to let local government serve its functions, redefine the parts it plays, and highlight its importance: these have become the core issues involved in public sector reforms.
In light of this, the research undertaken for this thesis will try to take different perspectives and gather new material for discussion. A foundation of the principles and theory that should guide the practical operation of present-day local government will be included. As well, the complex relationships in the internal and external environments will be considered in order to evaluate the factors that influence local government and to discover the path for development. Further, this thesis will appraise the strategies for reforming local government management and, in conclusion, will make the following proposal concerning the future development of local government management:this new management approach is to use performance appraisals and the governance capability to strongly encourage improvement. This research has six chapters, and the main topic of each is as follows: 1)introductory discussion, 2) an exposition of the formation of the principles of government management, 3) a construction of the principles that should guide local government management, 4) an evaluation of Taiwan’s local government management by looking at the government development experiences of America, England, France, and Japan, 5) a proposal of the right method for reforming local government management, and 6) a conclusion that ties together and organizes the results of the research, and that offers concrete and relevant advice. This conclusion will hopefully serve as reference material for local government management.
