The blossoming of privatization has hinged on the financial burden borne by government and pressures upon economic development. To lighten the financial burden upon government and to create greater economic development, the global community has embraced privatization into a policy goal of governments at all levels. The traffic problem certainly is a top priority in the agenda of official policy-makers. Seemingly, to develop mass rapid transit (MRT) becomes the option of remedying urban traffic gridlock as well as improving environmental pollution. MRT systems are full of unique operational characteristics. Success in MRT depends upon effectiveness and efficiency of its operational entity. To pursue success in operation of a MRT system, public policy makers must structuring a competent organization from the realistic perspectives, not solely in the type of government enterprise. It is the suggestion that a MRT organization need to adopt the privatization approach to adjust its organizational structure and operational mode, so as to achieve industrial vitality and lasting survival. This paper examines and analyzes the promotion of the policy to privatize government enterprise, using the TRTC as a case study. The TRTC is the first agency in Taiwan to run mass rapid transit. Since Taiwan is a latecomer among the advanced countries with MRT systems, it took some time for the TRTC to be trained and now it has gradually developed a viable operating environment and qualifications, as well as introduced operational performance and service quality as two elements necessary under the premise of the privatization policy. This paper contains six chapters as following: Chapter 1- introduction; chapter 2- the formation of the problems of the privatization policy, its establishment and implementation; chapter 3- in-depth analysis of privatizing government enterprise in Taiwan; chapter 4- analyzing the operations of the TRTC; chapter 5- examining the privatization policy of the TRTC; chapter 6- conclusion, as well as an organization of the just-mentioned issues, with constructive suggestions proposed for research reference.
