Not until July 1994, when the “Provincial and County Self-Government Law” and “Municipal Self-Government Law” were publicized and implemented, did the loca Self-Government in Taiwan formally shift into a “legalized” realm. Despite deficiencies in both laws, it is unfair to say that it has been a merelegalization of the autonomous framework, for such laws have been instrumenta in clearly specifying the status, rights and obligations of the local autonomous groups. Following the streamlining of the provincial government, the policy of local Self-Government again has undergone drastic changes. To address such trend, on Jan. 25, 1999, the “Local Self-Government Law” was publicized, sanctioning the local councils to wield substantial right . When an election campaign begins,the Society are forcus on age- nda of administrative neutrality which is argued to the popular op- inion. Described to administrativeneutrality, most documents always limit to instrumentarationality of admin. neutral., including"the politica neutrality" 、 "the range of political activity"、"the pre- vention of political persecution" and "the protection of public ser-vants".We look for the ways of democratic countries among U.S.A. , British , France ,German and Japanand can afford our country the learning from them.
