It features high energy consumption, high pollution and high requirements of electric power stability. Therefore, to reduce production cost and risk of power interruption, more and more petrochemical companies have built cogeneration systems mainly for self-use and partly for sale to Taiwan Power Company (TPC) if available. At the end of the twentieth century, the government of the Republic of China (R.O.C.) promoted a series of energy liberalization policies in order to join the World Trade Organization (WTO) to be connected to the international markets. One of the policies is "electric power deregulation." In "The Draft of the Electricity Act Amendment" and the existing "Rules for Promoting Cogeneration," joint venture of cogeneration systems and direct access in industrial parks are clearly given legal recognition. For petro- chemical industry, which has been forced to cut down its utility capacity and process structure due to the economic slump, it provides another direction for diversified management. The electric power generated from cogeneration systems meant for self-use or sale to TPC can be sold to other buyers now by signing bilateral contracts to offer direct access, instead of wheeling through TPC, to users in industrial parks to seek economic benefits. From such perspective, we investigated the optimal direct access strategies for an oil refinery in the southern Taiwan by utilizing the techniques of linear programming (LP, which is most often used by the petrochemical industry) and considering the factors of lowest process shift cost and pollution emission restrictions. To investigate the economic cost issue of direct access from cogeneration systems with multiple generation units, the thesis proposed two models: 1) simultaneous determination of the optimal direct access capacity for bidding and the generation amount of each unit for economic dispatch; 2) determination of the optimal direct access capacity for bidding before determination of the generation amount of each unit for economic dispatch.
