All traffics in the Internet compete to obtain the resource on the Internet fairly and they can not be guaranteed how many resources they can obtain. In today’s research of QoS(Quality of Service), Differentiated Service framework is a proposal to provide service guarantees over networks by providing different drop preferences. In this paper, we mark the packets at the edge router by following the value that has concluded in the Profile and use a RIO queue scheduling algorithm in the core router, to enable that IN and OUT packets have different drop preferences. By using this proposal and pre-reserved bandwidth, we want to guarantee the throughput bandwidth for every flow on the Internet. And even the network traffic statement in congestion or loose, or all flows’ pre-reserved bandwidth value more or less than the bandwidth resource that can be provided by the network, all flows can share the bandwidth resource on the network fairly.
