The number of users that a based station can serve is also limited to a fixed number. However, the number of users (or load) in every base station of a cellular mobile network is different in a give time period. If we can balance the load of based stations in a cellular mobile network, it will help the overall availability of a cellular mobile network. In a cellular mobile network, whether a user can be served by a particular base station depends on the distance of the user and the base station. Based on this property, in this thesis, we proposed two load balancing methods, Triangle Balancing Method (TBM) and Libra Balancing Method (LBM), to balance the load of a cellular mobile network. Both TBM and LBM use the iteration scheme to balance the load of a cellular mobile network. In the first iteration, both methods can reduce 70% more of the standard deviation of all base stations of a cellular network. If the distribution of users in a cellular mobile network satisfies some conditions, TBM and LBM can fully balancing the load. If it is not, both methods can come up an optimal solution. Both methods are also suitable for parallel execution.
