“Block”which called“neighbor”or“neighborhood”in China ancient time, was the place where people settles on urban planning, also was the basic unit of planning of the dwelling area. whatever, in influence of different background factors, the contents of blocks of the borning must be different. In each period had different con- troled among the reserve of the open space which formed environment of settlement was also different. The purpose of this study is directed against for Taichung City from Japanese Colonial Age to set up“City Area Reform Plan”（1900）,use plan or picture to put content on the block in order on several planning area that was formed on different background of the system. In clouding the relationship among system of block, system of street, order of field, and the form of architecture. To assist the docu -ments to discuss deeply the relationship with the borned environment of settled of the background of the politics and the economy, the system of laws, environment of construct, to understand Taichung City''s development patterns of dwelling block in nearly 100 year.
There are many types of dwelling blocks in Taichung City, pending on respective formation context. This research selects the year of 1945 as the base year for analyzing the changes of dwelling blocks in different periods.
（1） Block of “City Area Reform Plan”（1900~1935）
（2） Block of “institutionalized urban planning”（1921~1965）
（3） Block of “land re-plotting”（1966~1997）
（4） Block of “urban expansion”（1977~1995）
Analysis of dwelling block includes four items:
1. interrelationship of required vacant land, block structure, street system, lot structure, and building type under different legal context.
2. To review the situation of background of politics and the economy, the system of laws, environment of construct from blocks of the street area in present, to understand the situation of development of the urban''s block.
3. From revolution of laws''system to discuss the assemblage of open space that formed by reserve of the vacant lot on the block caused the influence of the settlement environment.
4. From change of reserve of the vacant lot on the block to discuss the influence of the settlement environment to see the better direction of planning blocks and reserve of the vacant lot on future.
