This results in the most economical benefits for both the government and the general public. Currently there are just a few very successful examples of large-scale completed BOT projects throughout the world. A successful BOT project contains many different stages: feasibility analyzing, project planning, constructing, operating, and finally transferring back to the Government. In Taiwan we have less experience in this area. In the past, there were only a very few unique BOT cases completed by specific companies or construction vendors who obtained special permission from the government. For most of the other businesses, BOT projects need more consideration regarding the significant changes in many aspects; for example, the procurement method, long period of payback, and the management of different types of contracts. It is worthy to investigate how to achieve a successful BOT project. This research focuses on the practical issues of proceeding a BOT project investment plan, and to analyze the executing process, financing method, construction characteristics through domestic and overseas documents. Yamay Resort Development Plan, which is the first large-scale entertainment and resort BOT case in Taiwan, is adopted as the researching target. The entire process from the beginning preparing stage to the planning, constructing, operation managing, and finally transferring to the Government will be fully analyzed through case studies and simulations. Also from the point of view of both construction planning and financial management, in this research, to assess, analyze, and suggest a suitable BOT investment strategy.
