Police personnel are the first-line workers in treating highway traffic accidents, ranging from reporting, rescuing the wounded, traffic control and conducting, on-scene measurement and drawing, accident evidence collection, removal of wrecked vehicles, paper treatment, etc., all closely related to the rights of the persons involved in the accidents. If an accident is not investigated in detail and in truth, thoroughly and completely, it will cause a huge impact in the afterward treatments, such as accident analysis, judicial judgment, claim and compensation, and so on─it could even incur the public’s complaint and diminish the legal basis for the judgment of easily-causing-accident road sections, traffic engineering improvement and the law enforcement of police organization. This study is related to the research of evaluating the effectiveness of highway traffic accident treatment seminars for policepersons. The purpose is to evaluate the effectiveness of raising the policepersons’ accident treatment quality through two-stage training of accident seminars for seeding instructor class and base level policepersons. Meanwhile, the purpose is to conduct, according to the 11 evaluation index items, prior and post accident questionnaires separately directing to accident treatment personnel, accident involved personnel, traffic police cadre, judges, public procurators and evaluation committee members. Furthermore, the purpose is to evaluate, with statistical inspection methods, the difference degree of satisfaction from different target groups, prior and post accident investigation, toward each evaluation index. Also the purpose is to make in-sight investigation and analysis toward accident seminar course arrangements to understand their suitability and advantages. This study started from November 2000, after the completion of the base-level policepersons’ seminar, until August 2001, proceeding post accident investigation, with an experimental length of about ten months. Comparing and analyzing the prior and post accident investigation results, the satisfaction degree of accident treatment by base-level policepersons from all target groups has all gone up. Among which, the satisfaction value from the accident involved personnel has raised the most -- 30.68%, the raise of accident treatment personnel is less -- 4.41%, and the raise is 9.19% from judges and public procurators, and 15.74% from evaluation committee members. It is obvious that National Police Administration’s promotion of the two-stage seminar for policepersons’ accident treatment has really boosted up the accident treatment quality.
