Quality is achieved to the extent that a project end product meets the client’s requirement and expectation. This paper addressed the fundamental issues ”Quality Achieving Rate (QAR)” relating to the periodic assessment and controlling the quality of the end product of a project. This method applied QFD (Quality Function Deployment) to break the project down to the lower level of quality standard systematically. In addition, QAR also decomposed the end product’s overall quality into its main attributes and criteria and related them to the project’s activities. This elucidation process of the client’s requirement and expectation could identify valid quality indicators and estimate their relative contribution to the overall quality objective and acceptable assessment standard. With respect to comparing planned quality and actual quality of the work performed, QAR enabled project manager to detect quality deviations and initiate early corrective actions. The purpose of this research is to achieve the following target: (1) QAR should contribute significantly to the quality of a project end product by improving communication between the client and project manager at its outset, by elucidating the client’s requirement and expectation, by evaluating the relative contribution of quality target, by preventing un-necessary argument between client and manager. (2) QAR enabled the client and project manager to assess and monitor the quality of the end product throughout the project’s life cycle by avoiding time-consuming and costly rework through early corrective actions, by promoting great quality accountability and project coordination, and finally, by preventing costly legal disputes over the quality of the project end product.
