IC design houses give priority to develop and design the new product. They have to outsource their products to different subcontractors for manufacturing, because they don’t have their own physical factories. Therefore, IC design house and their subcontractors are closely linked, and the management of subcontractor is very important. The Delphi Hierarchy Process (DHP) is used in this study, moreover, the software “Expert Choice” are used to get a different stimulation results. First, ask some experts who work in the IC related industries to provide their opinions, what evaluation items they are concerned, and we had showed that deliver, quality, and service are the most important factors. We use these factors to build a hierarchy framework for AHP analysis. From the comparison result of AHP, IC design house can choose the excellent testing houses for their management reference.
