| Summary: | 碩士 === 中華大學 === 土木工程學系碩士班 === 90 === Due to the economics and living standard of Taiwan rising constantly, it causes each target demands to increase rapidly. In the past, water was supplied by means of constructing the reservoirs and developing water resource. Recent years, the locations of the reservoirs are so difficult to be found and the concept of democracy-conscious has been existed in the public, it makes the reservoirs be constructed very hard. Therefore, to supply and use water resource efficiently, the water resource management should be replaced the viewpoint of supply by demand. The management of the viewpoint of demand will be able to rise efficiency of the usage of water and achieve balance of supply and demand. Some countries get up to these goals by means of water right exchange.
This research establishes the water right exchange model and system to raise the economical benefit of water resource efficiently and discusses their feasibility. In this study, the main objective function is composed of the cost and profit of water right targets products with a view to drawing up a water right exchange model. Through considering the prices of water targets products and water right exchange, each target demands could exchange and support each other to enhance the overall benefit.
This research find that carrying out water right exchange make the users who possess surplus water right decrease the cost of water targets products through selling water right to the ones who are deficient in water. On the contrary, when water right is deficient, the users need to purchase water right and their cost of products will increase. The results demonstrate that executing water right exchange will be able to obtain balance of benefit between supply and demand and make water become valuable resource.
