To redefine the role of the Directorate General of Telecommunications, the Telecommunications Act and the Organizational Statute of the Directorate General of Telecommunications must be revised. In the meantime, a new law, the Organizational Statute of Chunghwa Telecommunication Corporation, needed to be made in order to provide the state-owned Chunghwa Telecommunication Corporation running on the legal basis. Members of the Taiwan Telecommunication Workers’ Union (TTWU) were concerned that the reform would influence their rights and interests. They, therefore, requested to maintain their status and working conditions, and also advocated the idea of industrial democracy. This research explores the strategies and activities of TTWU to influence policy-making processes. The findings have shown that TTWU owned affluent physical and political resources. It adopted both inside and outside strategies to lobby policy makers. Union officials, one the one hand, intensely persuaded the leadership of political parties, legislators, and government officials to support their position embraced in the legislative proposals drafted by themselves. One the other hand, the union mobilized their constituents to put pressure on legislators, held demonstrations, and formed an alliance with other labor groups. During the struggle with policy-makers, TTWU had made a breakaway from the Nationalist Party''s control and transformed itself into a plural-democratic union. This initiative expanded its power and increased its influence considerably on the legislative process. This research also found that leaders of TTWU skillfully manipulated the reform issue.
