Summary: | 碩士 === 國立中正大學 === 勞工研究所 === 90 === To maintain a reasonable living standard for labors, many countries have made a minimum wage policy or regulation to protect the marginal labors. In Taiwan, the Minimum Wage Act was enacted in 1955, and the regulation has also been included as an important article of the Basic Labor Standards Law which was passed by the legislative year in 1984. One of this study’s purposes is to clarify the major aim for minimum wage legislation. Although there exist many studies on minimum wage in Taiwan, but few studies have explored the purpose for legislation. Secondly, the study analyzed the population of the marginal labors protected by minimum wage regulation in Taiwan from 1978 to 2000, and also analyzed the degrees of protection by regulation.
The results can be summarized as follow:
1. In Taiwan, Minimum Wage System is a kind of “simplex minimum wage system“, which means that minimum wage regulation do not differ among regions or occupations. Besides, the purpose of minimum wage legislations is sure to protect the marginal labors for maintaining their families’ basic living needs.
2. Marginal labors are characterized by female, younger, and less-educated labor, who tend to live in southern area and to be employed in periphery industries and secondary labor markets.
3. To compare with some indexes, we can found that minimum wage regulation provided a better degree of protection for marginal labor in the early stage. However, the degree of protection has fallen behind in 1996. In other words, over the years, it should be noticed that the degree of protection by minimum wage regulation for marginal labor has declined in Taiwan.
