In the questionnaire survey, 899 subjects were selected from 10 schools with a working teachers association. Major findings from the questionnaire survey are as follows: 1. 90% of respondents agree that the school’s development plan and issues concerning surplus teachers and teacher evaluation should be included in the collective bargaining. 2.the majority of respondents agree that the negotiating team on each side should be composed of 5 members. 3.the majority of respondents agree that the negotiating team of school’s teachers association may be composed of teachers association representatives, scholars, specialists and lawyers, and local and national teachers’ association representatives. 4.The majority of respondents agree that the negotiating team of the school authority may be composed of the principal, director of teaching affairs, director of student affairs, director of general affairs, director of personnel affairs, parent representatives, and community representatives. 5.The majority of respondents agree that after a party presents a proposal, the other party should make response within 30 days. 6.The majority of respondents agree that the duration of collective agreement is one year. Based on the findings, 7 recommendations are proposed as follows: 1.Instead of prohibiting the formation of teachers’ associations, educational authorities should allow teachers to form teachers association and define the scope of collective bargaining at every level of schools. 2.The negotiating team of school teachers association or the negotiating team of school authority may be composed of 5 to 7 members respectively. The negotiating team members may include outside members. 3.The duration of collective agreement should be two years. 4.The collective bargaining mechanism at school level corresponds with the concept of school-based management. 5.It is necessary to establish a sound collective bargaining system for teachers associations in terms of laws and regulations so as to put the right of bargaining into practice. 6. Private school teachers should be given priority in setting up collective bargaining mechanism which is comparable to that of labors in the private sector. 7.
