Summary: | 碩士 === 元智大學 === 管理研究所 === 89 === This thesis regards the problem of street hawkers in Taiwan''''s medium size municipalities with Chungli City as an example. The study is comprehensive in its review of the existing literature and employees responsible for street hawker management. Further data were gathered through use of 3 written questionnaires as a foundation, to develop a framework and structure with which to analyze the present situation, and with which to analyze the practicality of the theory for management of street hawkers. Specifically with respect to the administration of street hawkers in Chungli City, taking an entrepreneurial spirit as a guide to practical action, applying principles of public administration, to develop practical solutions and policies to solve the problems involved. In the hope that the actual real world problems can find real practical solutions.
Altogether this thesis is comprised of 5 chapters with 19 sections, totaling around 80,000 words.
Chapter 1 Overview
Comprised of 4 sections, this chapter explains the origin of this study and its purpose, the method and structure of the research, the research topic and its limits, and the relevant literature on the topic within Taiwan.
Chapter 2 Management analysis of the hawker problem in medium size municipalities in Taiwan
The first section focuses on management of the hawker problem in medium size municipalities in Taiwan. The second section focuses on the specific and unique aspects of the hawker problem in medium size municipalities in Taiwan. The third section explains the management style adopted by Chungli City. The forth section discusses 3 written questionnaires of hawkers, consumers and stores by the statistics.
Chapter 3 A discussing of relevant problem of the current policies and practices of medium size municipalities in Taiwan in their administration of street hawkers
This chapter looks as the problem attendant with present municipal management in four areas due to the lack of clear legal directives and policies, the lack of well trained and experienced specialists for dealing with hawkers, the lack of modern management tools in the public administration arena, and the need for fee-based services in the public administration of hawkers to provide for self-funding administration programs.
Chapter 4 Realistic options for the future of hawker management in Taiwan
Applying the lessons from the shortcomings of the management of hawkers in Chungli City to develop policy options in four areas: Privatization of public administration programs, discussion of types and categories, spreading the costs across the broad spectrum of society at large, management, to find realistic options for the consideration of all the relevant sectors.
Chapter 5 Conclusion
To summarize the results of the preceding four chapters, to expose the kernel of the previous study, and to provide practical guidance for further research and for policy consideration by municipal managers and administrators.
