The thesis attempts to explore plan and practice of special care allowance in Taiwan, to know contentions and intensions of policy, to understand the living experience of caregivers and policy content, then providing policy suggestions. The methodology, of thesis applies multimethod, including policy content analysis, in-depth interview and papers search, the stage of data analysis by social policy method and context interpretation. The sample includes important people and caregivers. The findings of this study: 1.Understanding the historical context, the ‘special care allowance’is not a major social welfare policy in Taiwan. 2.The special care allowance is still a kind of residual welfare, results in the contradiction of intension. 3.The comparison of caregiver’s experience: a.For caregivers, the allowance is not an inducement of providing care. b.Living in family can’t make sure elder will be cared. c.The faulty measures leads to sexual odds. d.The sum of benefit is too little to break a redeeming goal. e.De-familization, caregivers need individual entitlement rules. f.Policy must concern unbroken human needs. g.Economic benefit directed toward caregivers maybe another negative affection. The policy suggestion as follows: 1.Cancelling means-test, a wrongful rule. 2.The social welfare policy comes from social citizenship of elder and caregiver should be built, and individual become a unit of proof eligibility. 3.Reducing entitlement rules. 4.The human needs can’t be disregarded, providing plural forms of benefits or services delivered, example home care (in-kind) and benefit (cash). 5.Building acceptable quality assurance or cancelling it. 6.To protect the working right of female comes from civil right, example providing perfect home service or building service credit bank etc. 7.Building financing method.
