ABSTRACT
This study focused on the following topics. First, to understand the reality among total quality culture, learning organization, strategic planning, and school effectiveness in the elementary schools in Taipei city. Second, to explore the relationships among total quality culture, learning organization, and strategic planning in the elementary schools in Taipei city. Third, to analyze the factors of school effectiveness in the elementary schools in Taipei city. Finally, to examine the casual model of school effectiveness under total quality culture, learning organization, and strategic planning.
The results of the study were as follows:
1.The elementary schools in Taipei city have already had the perception and ability to use strategic planning in the planning of the school’s development, established the characteristics of total quality culture, built the framework of learning organization, and paid much attentions to the school’s effectiveness.
2.The size and the history of the schools have little influence on the strategic planning, total quality culture, learning organization. Different positions have differences among the establishing of total quality culture, establishing learning organization, and the school’s effectiveness in the elementary schools in Taipei city.
3.Total quality culture, learning organization, and strategic planning in the elementary schools in Taipei city have significant correlation.
4.The amount of individually explaining three factors about total quality culture, learning organization, or strategic planning is less than the amount of explaining these three factors together.
5.The casual model of school effectiveness need to be further corrected, tested, and verified.
According to the results and discussions, this study will give practical suggestions to the educational administrations and the elementary schools to make the planning of the school’s development, and give theoretical suggestions to the follow-up study.
