The study aimed to(1)explore the basic rational concept, relative concept, background analysis, fundamental theories, important connotation and its history of lifelong learning,(2)search the relative study of school-aged children''''s capacity and disposition in elementary school,(3)realize the opinions of elementary school educational staff, students'''' parents and experts on lifelong learning program, and(4)probe the difficulties of implementing the lifelong learning program and the measures to solve the problems. This study included document analysis, questionnaire survey and interview survey. Document analysis was used in order to realize the basic rational concept, relative concept, background analysis, fundamental theories, important connotation and its history of lifelong learning. The instrument of questionnaire survey was developed by the author. The questionnaires were administered to 2470 samples, including educational staff and students'''' parents of elementary schools, randomly selected from 150 elementary schools in Taipei with a return rate of 70.6%, The study achieved a valid return amount of 1744. Data were analyzed by descriptive analysis, Kruskal-Wallis one-way analysis of variance by ranks and percentage homogeneity Chi-square test. Interview survey was employed twice. The first time was used in order to construct the contents of the questionnaire. The second time was proceeded in order to construct the contents of the program. Based on the result of this study, the following conclusions were reached: 1. " The attitude of being eager for learning " is the most important connotation of school-aged children''''s capacity and disposition in elementary school. 2. The educational staff of elementary schools considers that " the capacity of making good use of learning resources " and " the curriculum of making use of learning resources " are the most important teaching ability and the content of advanced studies. 3. The educational staff of elementary schools considers that " providing information of lifelong learning " is the most necessary support measure of school''''s administration system. Besides, they think " managing parents education " is the most feasible elementary school''''s measure to foster parents having the rational concept of lifelong learning. 4. " Providing opportunities of advanced study " is the most feasible way of rewards for the educational staff. And " Setting up relative curriculum by teacher training institutions " is a most feasible subordinate measure to solve the difficulty of the program. 5. " Above 63% of students'''' parents " agree to reinforce this program. According to the conclusions of this study, two programs are constructed. Besides, some recommendations for future studies are presented to educational administration organizations, elementary schools as well as institutions for teacher training and advanced studies.
