However, eligible applicants to teacher education programs typically outnumber available places. According to system theory, “student selection” is one of the important “input” factors affected the terminal quality of future teachers. In order to manage the total quality of teacher education program, issues regarding to “student selection” should be addressed. Selection criteria influence the reputation of the institution with candidates, graduates, the public, and professionals. However, much less research on admission to teacher education programs exists than in other professional fields such as medicine. Nevertheless, a growing body of research on teacher candidate selection in foreign countries, although not yet definitive, gives indication of the relative merit of various selection criteria. The purpose of this study is to investigate the current selection process of pre-service teachers in secondary school teacher education program and discuss the effectiveness and fairness of the selection process.According to the findings of documents analysis, what are used as the selection tools of pre-service teachers in secondary teacher education program are references, different kinds of tests and interviews. This study also discovered that the educators and the pre-service teachers are satisfied with the effectiveness and the fairness of the current selection process of candidates for secondary teacher education program.
