The elite of the majority ethnic groups governed the political system, which is pertained to the development of the entire nation. Although the establishment of the constitutional system varied in the countries of the Southeast Asia, the pattern of the “legalized” regime through election was the same. When the policy was carried out, the attitude of the majority ethnic groups decided whether the two groups-the majority and the minority- could live in peace or crush in numerous political conflicts. After experiencing the Civil War that lasted for 50 years, Myanmar is facing this kind of situation now. Discover in the research course of this paper: 1. Burmese topography is complex and changeful, make the faith of Karen who live scattered in the mountain area from ancient era do not be easy to condense; 2. Military junta fulfilled the ethnic purification policy from 1962; 3. Because of the influence made by England ruled for hundred years, Karen people only have ethnic identity; 4. For owning sovereignty legally, the military junta made constitution twice, and strengthen the power of military for weakening the political rights and interests of few clan crowd since 1962; 5. The young generation of the Karen has produced serious neglect to be away from sense, because the military junta presses on Karen for a long time. To solve the problem of civil war, this paper makes some suggestion: 1. Improve the system of constitutional government of federal type form; 2. Stop forced labor and plan-to-plan for the economic development; 3.
