In the subsequent period the UK’s political system, economy and security has become increasingly interlinked with, and affected by, the institutions and policies associated with the European integration process. Furthermore, many of the old certainties that guided security policy During the Cold War era have gone. It is increasingly the case that Britain must navigate in uncharted waters. Therefore, it is important for UK to build a new European security order now. When Tony Blair declared Britain would be at the heart of Europe, cooperating fully with our European partners and promoting Britain’s interest after winning the British Genernal Election 1997. In addition, he still emphasized that Britain would end the negative, isolationist approach of the Tories towards Europe and work to ensure a good deal for the people of Britain and Europe. In the light of these developments and recognizing the Labour Government as a new “European policy indicator”, this thesis examines the possibility and approach of British policy towards Europe under Tony Blair when Labour Party swept away the ruling Conservatives in a landslide of proportions in election. For this reason, the thesis tried to broad the scope and to deep the depth by exploring three approach which includes foreign and domestic constraints on foreign policy-makers, policy-making process, and policy execution. In the long run to answer some of key issues, includes the basic approach of British policy towards Europe under Tony Blair, the analysis on effects and structural factors, and orientation in the 21st century further. Final, some important findings and comments on British policy towards Europe under Tony Blair in future concludes Britain will still be a global player, but working far more closely through the Europe, and Britain will still not be “at the heart of Europe”, having only just taken the plunge on joining EMU, but will play an important role as the leading swing voter in European Union decision-making.
