Summary: | 碩士 === 淡江大學 === 國際事務與戰略研究所 === 89 === This study is discussing the change of the relationship between Taiwan and Mainland China during the period of Mao Zedong, Deng Xiaoping and Jiang Zemin, the Chinese main leaders in the modern history. Although there are different policies under different period and circumstances, there is a basic principle, ‘One China’, which has never been changed. Under such a principle, Mainland China’s unification strategy toward Taiwan can be different, but the final policy objective, ‘One China’, will last forever.
This study is an analysis from the viewpoint of French military strategist Beaufre’s strategy of action. Since the main purpose of praxiology is to find the proper action and to tell people how to take action, it constructs the law of how human take action. Beaufre’s strategy of action theory clearly explains the relationship between policy and strategy, and analyzes the concept of action, the plan of action, the modes of action. It also tells people to choose the best policy by political diagnosis and strategic diagnosis through controlling the political objective and strategy objective, so we can gain the freedom of action of ourselves. Since strategy of action is the characteristic of Mainland China’s unification strategy toward Taiwan, I use Beaufre’s strategy of action theory as a tool to analyze Mainland China’s unification strategy toward Taiwan.
This study is divided into five chapters. In front of the chapters, there is an introduction indicating the purpose, area, limitation and the study method, structure. And at the end of the study, there is a conclusion that reveals the discovery from the study and the suggestion for the future. About the five chapters, first chapter constructs Beaufre’s strategy of action theory, explains the relationship between policy and strategy, and introduces all kinds of action mode of what we say the plan of action, total strategy in the direct and indirect mode. Chapter two introduces the change of Mainland China’s unification strategy toward Taiwan during history and the main policy and strategy toward Taiwan at the period of Mao Zedong, Deng Xiaoping and Jiang Zemin. Chapter three analyzes Mainland China’s highest instruction,’ One China’, explaining how Mainland China changes the unification policy toward Taiwan and how she uses the strategy. By mean of the plan of action theory in Beaufre’s strategy of action, chapter four analyzes Mainland China’s unification strategy toward Taiwan from the point of political balance sheet and political diagnosis, political objectives and strategic objectives, strategic balance sheet and strategic diagnosis, action with objectives changing during the process. Chapter five uses the mode of action as a tool to observe and analyze Mainland China’s unification strategy toward Taiwan with the action model of what we say ‘the direct strategy and indirect strategy’.
