碩士 === 淡江大學 === 國際事務與戰略研究所 === 89 === Abstract: State Visit by President Jiang Zemin of the People’s Republic of China to the United States of America from October 26 to November 2,1997.To follow with interest is Sino-U.S. willing to have a 〝Constructive Strategic Partnership〞that not only a major important matter for Peking and Washington but the exchange visit of high-ranking officals which influence international change since Post-Cold.It is most important that construct new foreign pattern for bilateral. But they have some contradictions in Trade,Nucleon-Spread, Taiwan and Human-right etc. Why they agree to have a〝Constructive Strategic Partnership〞?Is it connotes which strategic meaning? So the thesis has six study objective: 1.The China think the Washington built 〝Constructive Strategic Partnership〞with Peking is a 〝peaceful evolution〞scheme . Then, why Peking still willing to have a partnership relation with Washington? 2.Adversely,what is the account in Washington ? 3.They have nine coalition in 〝Constructive Strategic Partnership〞and the relation is build have over three years how they actualize? 4.U.S. and Asia-Pacific have traditions strategic relation and China drag in complex historical imbroglio with Asia-Pacific.Then, what effect that Sino-U.S. close relation have for alliance and security in Asia-Pacific region? 5.And what deep effect that Sino-U.S. foreign relationship for Taiwan? 6.Since the partnership in, the bilateral relation face many trials.In the future ,will Sino-U.S. to be a real partnership or strategic competitor?
