Summary: | 碩士 === 淡江大學 === 建築學系 === 89 === The ‘facilities’ on pavement are not only provided for night illumination, signal indication, precaution against natural calamities and water and electricity, but also for safe protection and rest for pedestrians. Meanwhile, the arrangement of facilities also affects the environmental quality of pavement. In existing regulations, it’s to focus on the stipulated width of pavement only, but is short of the regulations to facilities. And because of the way each development managed to the facilities is different that improper position, short of entirety, bad management and maintenance, repeated digging out and construction cause to shorten the actual walking width for pavement, and create the inconvenience and uncomfortableness to pedestrians.
The thesis takes the department related to facilities business of Taipei city as the interview object.As for the existing facilities in Taipei city, through the existing situation investigation on pavement of Taipei city and authorities concerned of facilities find out the types of present pavement, related management department, the principle of facilities planning and the questions created after facilities set.
As for the planning and management to facilities by government department, through interview with authorities concerned make clear and arrange the set procedure and questions for various facilities. Meanwhile, evaluate the integrated way and effects of facilities, and find that the way managing individual facility has the advantage of speedy management and execution, as well as experienced executor, however, the disadvantage of that the public’s opinion could not be involved and could not consider the facilities overall. The integration of facilities could improve the cleanliness and width on pavement as well as space environment effectively. However, the negotiation on right and responsibility regarding management is more complicated.
As for the contracted design of facilities, it''s to discuss the questions encountered in the procedure of contracted design through operation of actual case. We found that the contracted design could solve the disadvantage that the public’s opinion could not be involved and could not consider the facilities overall. However, the time spent on negotiation is more and more complicated. Finally, it conclude that the City Development Department is supposed to integrate and manage the procedure of existing management, and set new facilities by the way of large planning and integration of facilities. In addition that to plan the procedure by negotiation prior to performing the design work is suggested to the contracted design. Also, taking advantage of the assistance given by community planner and civil group reduce the time spent on negotiation and questions occurred in execution.
