In the latest survey of top-fifty business conglomerate by Common-Wealth Magazine, those industries such as consumer electronics, computer, and communication which are also known as 3C industries were all except communication on the survey lists; however, the communication manufacturing industry which is the most protective industry in Taiwan was excluded from the survey lists. This triggers the motivation of our research. Since the revenue of their products ranked top 10 around the world in 1985, the information electronic industries have become the benchmarking industries in Taiwan. Besides, the potential markets arising from telecommunication liberalization and privatization have brought the number of information electronic industries into the R&D and manufacture of telecommunication products. And moreover, the widespread applications of Internet help integrate information and communication technologies. Under the trends of the above development, this research considers the managerial strategies of information electronic industry as the basis of investigating strategies of communication manufacturing industry. This research has found that government policies play an important role in the development of communication manufacturing industry. And those impacts can be summarized as six dimensions which are: the monopoly of telecommunication service business, dual roles of Directorate General of Telecommunication as operator and supervisor, business managerial model determined by procuring policies of government’s telecommunication equipment, deeply politic-economic involved digital switching industry, transmission equipment industry which is regulated by government procurement policies, and the first liberalized telephone set industry. Therefore, this research selects the transmission equipment field as our research subject which is the most influenced industry due to the telecommunication liberalization and privatization policies. The methodology of this research is based on Prof. Porter’s five competitive forces model, and every dimension is analyzed when communication manufacturing industry facing major policy changes such as telecommunication liberalization and privatization. And the managerial strategies are preliminarily analyzed by Prof. SeeToo’s strategic matrix analysis. Moreover, combining the results of the above two analysis to devise the experts in-depth interviews, and finally to summarize four managerial models for communication manufacturing industry, which are: Agency-Manufacturing-R&D-Marketing model, Agency-Manufacturing-Agency model, R&D-manufacturing-Marketing model, and Opportunist Managerial model. Finally, this research proposes a TAIwan Political-Economical Interactive Model to explain the stimulating-reflecting developing model for the transitional period of immigration from Mainland China and period of foreign sovereign. And this model can explain the developing trajectory of Taiwan’s industry as well.
