Emergency personnel and needed material resources from a variety of public and civilian sources such as fire, police, public works, medical services, private sectors, charities and other voluntary organizations, are indispensable for implementing successful rescue activities. To avoid confusion and to increase speed in the process of response actions, efforts must be made to establish an effective rescue mobilization system in normal circumstances, which means that various domains of responsibility at various levels of governments and the public are recognized, coordinated and designated to appropriate entities capable of performing the rescue operations. It means emergency responders and resources are available and can be mobilized quickly. Simply put, rescue mobilization is actions taken in advance of a disaster to develop operational capabilities (preparedness) and during a disaster to save lives and minimize property damage (response). In order to strengthen efficiency and effectiveness of rescue actions, it is urgent to structure a sound national rescue mobilization system including utilization of nation-wide resources both public and private in the event of a disaster occurs. The goal of this study focuses on coordinating rescue resources and enhancing mobilization capabilities, and emphasizes on preparing for available rescue mobilization organizations, training, shift rotation, communications and command & control. Major suggestions of this study include the following: 1.Revising major disaster response plans designed for public works. 2.Formulating major disaster management ordinances for public works. 3.Identifying and specifying responsibilities of rescue actions. 4.Stipulating air operations safety procedures and measures. 5.Coordinating and utilizing resources of total defense, civil defense, disaster mitigation and response, medical services and other voluntary organizations (such as Tzu-Chi Charity groups). 6.Strengthening communication and information systems to emergency operations centers and further implementing a unified command and control system. 施邦築 2001 學位論文 ; thesis 107 zh-TW
