Owing to the ballast through train long term repeatedly working has gradual deformation and alignment has become worsen and result of track irregular, in some case, the irregularity will make the passengers uncomfortable; in other case, it will endanger the movement of the train. is cause the danger of the train movement. For these reasons, Track Maintenance Unit must throw in a large manpower and material resources to maintain the track in all of work, to keep the track.
The case of manpower is progressively increasing in Taiwan; therefore, what we need to consider is how to develop the free-maintenance track, lower the requirement of the track maintenance unit and reduce the track maintenance cost. As develop the free-maintenance track is a worldwide trend, mostly ballast is replaced by non-ballasted track due to the fact that the ballast is primarily blamed for irregular track. However, ballast’s function must be replaced by other track characteristics, especially ballast’s elastic. The elastic base-plate have contributed to the reduction of noise and anti-vibration; hence, both Taipei Mass Rapid Transit System and Taiwan Railway of Mao-Li Tunnel currently adopting the base-plate, which has become main materials to direct fixation non-ballasted track of fastener system.
With the base-plate still under research in each track system, and no any unification specification to follow, this research is to proceed a range of systematic analysis, in an attempt to set up base-plate specification of the configuration management items, set up base-plate specification of the configuration management items, by referring main track system’s specification and base-plate manufacturer’s produce specification, and by consulting the domestic base-plate's scholars, specialists for the discussing and review of the specification regulation, making the specification to be the best one. At the same time, providing a set of the best specification which is suitable the use of our track field.
Fastener system is an important sub-system of track systems constituted by clip system, elastic base-plate parts and anchorage system etc. As a result, this research paper has uses the relation of system-thinking to adjoining to each element and sub-system, then use system of the engineering to divide the whole fastener system into individual element and structure, by adding to synthesis analysis, setting element with whole structure of the function relative, then according to element with whole structure of the function relative, setting fastener system constitute frame. Meanwhile, collecting all the fastener system manufacturer’s product specification and each track system of the fastener system specification. According to the function relative to the constitute frame the concept of value engineering is then added and analyzed by diagrams and graphs. Finally, the configuration management is to set up the specification frame, and according to the concept of system engineering to fix each step and arrange working items. This research arranges each working procedure for dealing with our management also to reviewing the procedure concerned. The specification is hoped to be an ideal one through analysis of thinking, methodology, engineering analysis, and configuration management.
There is no universal base-plate specification in the world. In general, specification configuration falls into the functional specification and the procurement specification. This research, based on Taipei Mass Rapid Transit System of track-work base-plate specification and in reference to track system of base-plate specification and each base-plate supplier’s base-plate specification, is to make step of each system’s development suitable for base-plate specification, and to provide inland (internal) track development the base-plate for general reference.
This research is to make a set of verification test configuration, including the test items, test proceeding, test structure and test specification. Since each system of vehicle’s function and alignment is different, this research does not fix test loading and suggest the fix after the mechanic analysis.
On the basis of the result of this research paper, six conclusions are made ─ (1) suitable for basic design of the best specification configuration and configuration items (2) Functional base-plate of the best specification configuration and configuration items for initial construction period (3) perfect purchasing base-plate specification configuration, configuration items and configuration item’s specification during construction period (4) Invalid safe design should be test verify (5) required to verify a test if necessary (6) localized specification. This research also recommends: (1) Clients need to make the investigation of the weather and environment. (2) The mechanic analysis must be completed according to specification of the vehicle and alignment condition. (3) Contractors are require to do three dimension analysis for base-plate. (4) Clients are expected to do research on the type of suitable clips. (5) Testing specification of the base-plate in the reduction of the noise and anti-vibration should be developed. (6) The complicity of vehicle-track-structure relationship must be studied. (7) The influence of axial load and train-speed in base-plate is addressed.
