Both Type I and Type II Telecom carriers utilize comprehensive local telephony networks as infrastructures to provide such service. In light of lengthy infrastructure build-up and intensive capital requirement, resource utilization has been a goal that telecom companies strive to achieve. In recent years, Taiwan government advocated and carried out Telecommunications Liberalization. As part of this effort, once government owned Chunghwa Telecom Co. Ltd. (CTC) incorporated as a public owned corporation. It strived to improve efficiency and stay competitive in the new economy era, through incorporation, combining similar business units, and eliminating business units that don’t fit economical scale. Ever since, there is no thorough research measuring the result. The purpose of this study is to analyze the performance of the effort, using the DEA model, through observing its current operating performance in Taiwan local telephony markets and analyzing changes of operating efficiency during the transition period. To evaluate local telephony performance, this study applies DEA model factoring in numbers of employee, switches, cables, and lines as input. Output are the numbers of local telephony subscriber and revenue. This study takes and analyzes operation results for local market from Taiwan, PonHu and KinMen branch offices covering 1991 through 1999. Through DEA modeling, study conclusion and certain recommendations are given as followed: 1.The average cost efficiency in the branches is 79.52%. There are still rooms for improvement compared to other efficiency indicators at above 88%. 2.The study indicates the population density plays a significant role in local telephony management. When evaluating all branches, this factor should be considered. On the other hand, to promote balanced development in all areas, government should properly subsidize high quality telecom services in remote areas. 3.Utilization rate is another key factor when evaluating efficiency. How to increase the utilization rate is far more important than subsequent capital investment. 4.The study shows that, in addition to population density and utilization rate, the Telecom Liberalization, including Directorate General of Telecom (DGT) incorporated as CTC and grant of cellular phone operation licenses, plays an important and positive role improving efficiency of local telephony operations. It also shows that flexibility on the manpower and facility procurements bring in positive impact to operations. Increasing competition in cellular phone open market further stimulates rigid DGT to become more efficient and competitive.
