description 碩士 === 東吳大學 === 企業管理學系 === 89 === ABSTRACT The objectives of this research are: 1. Analyze current industrial situation and air cargo service development worldwide, and the current industrial and air courier service development situation of Taiwan. 2. Analyze consideration factors in the development trend of global supply chain network and the locations for logistics operations of corporations worldwide. 3. What are the needs of Taiwan’s information industry and professional logistics companies? What are the supplies of space in air cargo logistics? 4. Research analysis on the needs of air cargo logistics of Taiwan as well as supply & demand, of which result is provided to the government as reference blueprint for the development of Taiwan’s global logistics center. Conclusions to individual chapter contents of this research are surmised as follows: 1. 1. Regional combination, industrial development and air cargo: (1) Regional combination: directions strived globally in order to promote global industrial growth, each country to maintain its free/liberal open market policy, and further implementation of free trade. (2) Air cargo: Taiwan region has excellent geographical conditions beneficial to the transits of passenger and cargo planes. (3) Taiwan’s industrial development: Taiwan made products must embrace fast assembly and rapid delivery & shipment in order to enhance its competitive advantage. 2. Asia Pacific Logistic and Distribution Center: after comparing three indices — internationalization, freedom, and logistics economic effect, with other Asian countries, the various infrastructures and peripherals inside Taiwan’s CKS International Airport must be strengthened. 3. Statistic data analysis: (1) Basic data analysis 1). Three main environmental obstacles preventing Taiwan from developing into a global logistics center include suppliers believe the government lacks execution ability to enforce policies, separate customs declaration when importing/exporting goods through cross regional transit zones, and hardware/software necessary to support logistics or distribution technologies yet to be constructed. 2). Suppliers have the highest demand for logistics/distribution center, value-added center is ranked second, suppler center ranked 3rd, service center ranked 4th. 3). Main needs for Taiwan to develop into a global offshore trade logistics center include the availability of fast and efficient document processing and customs handlings within the region, custom’s officer stationed inside the region, and the presence of custom agencies, travel agencies and banks, in addition to the waive of tax/tax refunds of products made inside the region during re-exportation. (2). Statistics analysis: 1). Electronics industry, air cargo/delivery industry, and air cargo/warehouse industry, all have notable and different needs of space toward Taiwan’s development into a global logistics center. 2). Environmental issues constituted to a set of variables, while space needs constituted to another set of variables. Factors affecting value-added center and service center include complex procedures, software/hardware constructions and special zone establishments. 3). Offshore trade interface constitutes to a set of variables while space needs constituted to another set of variables. Factors affecting logistic center, supply center and value-added center include free/convenience, efficient custom’s clearance rate, and value-added events. 4). Environmental issues have notable predictability toward space needs, with which indicate execution ability of policies, and the enactment of special zones generate predictability toward the establishment of global logistic center. 5). Offshore trade has notable predictability toward space needs, free/convenience, tax advantages, efficient custom’s clearance rate, and value-added events indicate predictability toward global logistic center.
