Penghu County Bus and Ferry Service Administration is managed by Penghu County Government. As the most business management, the operating goal of Bus and Ferry Service Administration is profit. However, the loss of Penghu County Bus and Ferry Service Administration is more and more. This study try to explore the factors that influence the operating performance and how to resolve the problems. 　　According to the organization, assets, the member and operation of maintenance plant , financial analysis, operating efficacy to recognize the operating condition of Penghu County Bus and Ferry Service Administration; via the characteristic of traffic of Penghu County, land use, social condition, vital statistics, the ratio of own car to realize the operation environment. 　　Criteria such as ability of growth, profitability, liquidity, productivity, activity and leverage are used to understand the operating performance of Penghu County Bus and Ferry Service Administration. 　　The research finding is: not only the macro-environment, but also the internal non-efficiency, the unbalance of welfare policy, all those factors that make Penghu County Bus and Ferry Service Administration in heavily red-figure loss.
