So we have to plant some more beneficial crops than paddy rice. Due to planting some other variable crops, it always brings some degrees of difficulties to manage the operation and management framework of the irrigation system. In addition, existing irrigating plans and timing are hard to satisfy all crops water requirement. This research presupposes the best operation and management framework to considers adding some related factors in. For instance, the local natural conditions, water resources, cultivating willing, cultivating custom, economic benefits etc. Also the main purpose of this research is to frame the suitable crop patterns for each area. This research analyzes some crops of irrigatedly beneficial result by evaluating different timing and methods. Also using the ‘evaluated index of crop’ and ‘cultivated area ratio’ to optimum seeks regional crops. According to the investigations and surveys of the planted areas of four Irrigation Associations-Hualien, Taitung, Kaohsiung and Pintung throughout southeast of Taiwan. Some of the most beneficial crops in each area are as following: Hualien: pipe irrigated meadow, surface irrigated tobacco, pipe irrigated corn, surface irrigated taro Taitung: pipe irrigated tea, pipe irrigated sugar apple, surface irrigated tea Kaohsiung: surface irrigated tobacco, surface irrigated paddy rice, surface irrigated wax apple Pintung: surface irrigated vegetables, surface irrigated mango, surface irrigated betel nut, surface irrigated wax apple This research uses the evaluated index of crop and weighted its planting area to get another evaluated index ‘Iw’. It could determine how the operation and management framework of the irrigation system is. According to the analysis of this research, the best Irrigation Association to the operation and management framework of the irrigation system is Taitung and second is Pintung.
