This study focuses on the issue of land use. We chose Tan-Si River and Lan-Yang River basin, which have different development mode, as the study case, and used System Dynamics to establish the land use model. The data is from the land use change in 1980 and 1990, and that is the base to predict the condition of land use in 2011. We discussed the conditions of the change among different kinds of land use and the important effected factors. We also tried to use the related land use policies to do scenario simulation and analysis to understand the influences and impacts of government policies on land resources use and provide references for the related decision makers and designers. The conclusions of the policy simulation appear that although the government evolved the related policies, such as Agricultural Land Conversion Scheme, can solve part of the lack of settlement land in Tan-Si River basin, but it should be consider more about the ecological function like the ability of conserving water and runoff. In the Lan-Yang River basin, because of the less demand of settlement land, the scheme did not cause large conversion of agriculture land there. Besides that, we also found some externality problems caused from the change from agriculture land developed into aquacultual pond in Lan-Yang River basin, which are land subsidence and saltwater intrusion and they could be reduced the degree by expropriate use groundwater cost scheme. With regard to the theme of making betel nuts farm legal and loosing the developed requirement of sloped land, according to the simulation, they will bring huge catastrophe to the environment. Thus, different area has different land use problems, the government should formulate appropriate policies with respect to the conditions of different areas then the land use problems could be solved suitably. In order to avoid the non-sustainable land use resources, when the related government departments formulate the policies, should consider the effects of natural and human’s factors to land resources, and by that, we can make the land resources use sustainable. 劉小如 2001 學位論文 ; thesis 87 zh-TW |
