Taoyuan County Elementary Schools
ABSTRACT
The main purpose of this study is to investigate the efficacy of the operation of homeland education resource center for Taoyuan County Elementary Schools by means of systematic CIPP Evaluation Pattern, self-evaluation from the internal personnel and questionnaire survey from the external personnel to examine if the homeland education resource center is effective to meet its goals and the bases of future improvements as well.
This study adopts document investigation and analysis, self-evaluation, questionnaire survey, and interviews. Two parts are included. First, establishing the basis of research theory and questionnaires through documents studying to analyze and compare in order to understand the completion and soundness of the project by means of “ Questionnaires of the Overview of Homeland Education Resource Centers for Taiwan Elementary Schools”. Then, using CIPP Evaluation model offered to 11 internal personnel to go through their self-evaluation with “Operational Efficacy of Self-Evaluation Checklist from internal Personnel in Homeland Education Resource Center for Taoyuan County Elementary Schools”; meanwhile, editing the “Operational Efficacy Questionnaire of Homeland Education Resource Center for Taoyuan County Elementary Schools” to be filled out by external personnel, which not only filled out by 78 committee persons of homeland educational materials from each city and town, but also randomly draw out samples from 175 schools according to the types and sizes of schools to reach to the half numbers of all types of schools; then, select 1 to 2 research objects such as deans/chiefs of studies, classroom teachers who are practically related to homeland teaching from those schools to go through questionnaire survey along with 300 effective returned questionnaires and 84.26% effective returned rate from 356 persons in total.
The conclusions of the study are as the following: (1) It is defined as a homeland educaitonal resource center at the level of a county, not at the level of a regional or an ethnical level; moreover, its operation pattern is to set up two levels underneath to reach to the efficacy of shared responsibilities and developing local characteristics. (2) Comparing to six other effective county homeland educational centers with the same levels, the nature of each project is close but the emphasis is different to develop each center’s characteristics. (3) Each aspect of the center has shown assured performance under the evaluation of CIPP model, which not only reveals the operational efficacy of the center but also makes it the base of future improvements. (4) Questionnaire survey from external personnel, using statistics and cross analysis, and the individual field interviews in order to reason out problems which makes the center not to make the same mistakes again and to promote self-progression. (5) The homeland teaching materials edited by homeland educational resource center from Taoyuan elementary school are the most popular.(6)Teachers and students have positive comments to the third grade homeland teaching materials from the center. (7) The implementation of individual interviews can both examine the current situation and efficacy of the promotion of homeland teaching activities in every elementary school of the whole county and gain much precious information and opinions to be the guiding principles of future directions of improvements and endeavor.
The conclusions and suggestions of the study can provide the educational institutions, each homeland educational resource center in elementary schools, teachers and other researchers who are concerned in homeland education developing as references in promoting homeland teaching activities in the future.
