Based on the findings from this study, an ideal model for conducting special education evaluation will be discussed. To reach the goal, the following literature reviews was conducted: (1) The meaning and purpose of education evaluation as well as special education evaluation. (2) The models, aims, and contents for the special education evaluation. (3) The contents of current special education evaluation programs in USA, Canada, England, New Zealand, and Taiwan. (4) The current special education action in Tao-Yuan County. (5) The analyses of "Tao-Yuan County current special education evaluation program." Based on the literature review, the framework of meta-evaluation, the investigation of and the interview with the members of the evaluation team, school special education administers and special educators, the conclusion was made on the current conditions and future vision of Tao-Yuan County special education. The research findings could be used for the planning of the future Tao-Yuan County special education. The research results showed that majority of interviewees agreed with the results which proposed by Tao-Yuan County special education association, and they made the following conclusion: Evaluation Formulation 1. It is necessary to push forward and to develop Tao-Yuan County special education evaluation program. 2. Tao-Yuan County special education evaluation program should be planned and announced more carefully, and the plan and its aim should be announced at least a year in advance. 3. The special education evaluation program should take teachers’ feelings into consideration; otherwise, they may lose their confidence in teaching and ask for leave. Evaluation administration 1. Tao-Yuan County special education evaluation program should also invite parents and excellent school models to join the evaluation team. 2. Tao-Yuan County special education evaluation should be held every two years. 3. Tao-Yuan County special education evaluation program should take consideration of current policies and situation, then choose what to put into practice from within. 4.Tao-Yuan County special education evaluation program should use concise evaluation forms instead of complicated ones. Also, it should be evaluated by current situation and available information. 5.Field research of special education evaluation program should not affect school daily activities. The Use of Evaluation Outcome 1.In special education evaluation program, it ought to give more rewards to teachers in return, and it should not limit the numbers of teachers in receiving rewards. 2.It is necessary to emulate from other excellent schools, but it should not be a pressure and burden to the school itself. 3. Strengthen special education self-evaluation system; make sure we are practicing special education management index in “Tao-Yuan County special education white book.” The relations between interviewees’ backgrounds and their points of view 1.The position: evaluation committees are more positive than special education supervisors and teachers on the administration of special education evaluation. 2.The school level: ones who work in junior high schools are more positive than ones who work in elementary schools. 3. The size of special education classes: ones who work in schools of large size are the most positive among all; the second highest is people who work in medium-size schools; ones who work in smaller schools are the least positive. 4. The result of evaluation: teachers who receive awards of excellence are more positive than the ones who just passed the average standard, and the ones who just passed the average standard are still more positive than the ones who need to be followed-up. According to the above results, the following suggestions are made: 1. Suggestions to the special education evaluation program. (1) Suggestions to the special education evaluation program itself: lAlways put students in the first place lMake adjustments according to the needs of schools and teachers. lCarefully plan the special education evaluation program so that it can be put into practice and be useful (2)Suggestions to Tao-Yuen County education administration department: lClearly state the goals and items listed in the evaluation program, also state how often it should be used lRecruit professionals to evaluate the program using meta-evaluation (3)Suggestions to school administration department: lConduct “self-evaluation” before executing special education evaluation program in order to be supported mentally and practically (4)Suggestions to special education staff: lUnderstand both manifest and hidden curriculums of special education evaluation program, learn from it and try to make improvements. 2. Suggestions to further study: 1.Range of follow-up study: Including other cities and counties in Taiwan area. 2.Research subjects: Including school principals, directors, and parents. 3.Research method: Using ethnography approach 4.Research topics: Expanding to the strategies to planning and administering of special education evaluation program, meta-evaluation, and the possibility to combine whole school education evaluation with special education evaluation. 楊宗仁 2001 學位論文 ; thesis 180 zh-TW
