This essay categorizes the levels of recommendation for each item of competence to learn . It establishes a “Levels of Recommendation” table according to the importance, frequency and levels of difficulty of the discussed items of competence by using the Delphi Survey, a widely recommended tool for occupational ability and skill planning. Particularly, this essay discusses the operation level items of competence in “Operate main and auxiliary machinery and associated control systems” and the management level items of competence in “Plan and schedule operations of main engine” according to the Convention’s requirements. On the operational level, there are twenty-nine “Must Learn”, twenty-six “Should Learn”, forty-eight “Nice to Learn” and seven “Not Necessary” items. On the managerial level, there are sixty “Must Learn”, thirty-nine “Should Learn” and forty-eight “Nice to Learn” items. The research results of this essay can serve as a valuable reference for maritime engineering related departments to plan comprehensive technical and professional curriculum models.
