Owing to the deregulation of telecommunication market, there is no longer Chunghwa Telecom monopoly. Every private telecommunication company will do its best to provide many kinds of services to meet the demand of customers and to offer the high quality of service. The purpose of traffic design is to provide the quality of service to meet the demand of customers by using the least equipments and circuits. If the traffic demand is over-estimated, it will cause waste while facility constructing, on the contrary, it will cause facility insufficiency and poor services. Therefore the traffic forecasting and planning are the key point of telecommunication network plan. The elements of compound traffic services are different from the traditional traffic services, so the traditional method of traffic forecasting needs to be up grated. This study proposes a logic, scientific method to forecast the traffic and the traffic design for setting up a reasonable planning method.
